Description

Orchestrates terminal RPO handoff: suppresses capture during R-bar/V-bar approach, enables capture when the formation controller reaches the final hold, tracks docked/undocked state, and optionally commands a retreat formation mode after undock.

StopPropulsionWhenDocked	When true, commands formation mode None and inhibits propulsion while docked.
